Background
Parbatya Chattagram Jana Samhati Samiti (PCJSS) is the only political organization of the eleven multilingual indigenous Jumma people of Chittagong Hill Tracts (CHT), southeastern part of Bangladesh. It is established on 15th February 1972 with its humanitarian ideology that based on the principles of the Nationalism, Democracy, Secularism, Equality and Social Justice. The founder of the PCJSS was the forerunner of the renaissance of the Jumma people, the member of the Gona Parishad (Constituent Assembly) and the Parliament Mr. Manabendra Narayan Larma.
The Parbatya Chattagram Jana Samhati Samiti (PCJSS) is a result of the negligence, deprivation and exploitation of the rulers of the British, Pakistan and especially in the Bangladesh regime. It is noted that the Jumma people of CHT has been cruelly being oppressed and exploited from many years. In British Period the oppression and exploitations of the colonizers; in the Pakistan period the exploitation and conspiracy of the Islamic fundamentalist and expansionist; in the Bangladesh period the deception, oppression and exploitation of the haughty nationalist, fundamentalist and expansionist - the Jumma people of CHT has been being ruined and almost extinct. So in order to get a remedy from the oppression, deception and exploitation and to make an end of the haughty nationalism, fundamentalism and expansionism the democratic, patriotic and progressive forces of CHT has united under PCJSS to establish a equal and un-exploitative society.
During the first half of the Pakistan period the democratic and progressive forces of the Jumma people specially the students and elite section came forward and started for addressing the problems of the Jumma people. The Jumma students united and established the Pahari Chatra Samiti (PCS). These students joined in the People's Movement of 1969 and being inspired with it acted upon their rights. In 1970s, these students and Jumma elites got united and formed CHT Election Organizing Committee to give an able representative of Jumma people from CHT in the election of the East Pakistan Provincial Legislature and the National Parliament of Pakistan. In the election of Provincial Legislature from CHT Manabendra Narayan Larma had got a land slight victory. By this committee the leaders of the Pahari Chatra Samiti (PCS) and other Jumma leaders made contact with the mass people of CHT and shared their problems and sufferings and organized them. Finally PCJSS was formed under the strong leadership of Manabendra Narayan Larma on 15th February 1972 and led till 10th Nobember 1983 before his assassinations by the dissident group. After the brutal assassinations of Manabendra Narayan Larma, his younger brother Jyotirindra Bodhipriya Larma alias Santu Larma took up the helm of the PCJSS and has been strongly leading the Jumma people's Movement for rights to the self-determination.
Aims and Objectives:
- To establish equal and un-exploitative society.
- To do away with difference, oppression, exploitation and deprivation among the various multilingual small nationalities in CHT.
- To establish Jumma Nationalism.
- To establish the rights to the self-determination of the Jumma people with constitutional guarantee.
- To develop the political, economical, social and cultural existence of the various multilingual nationalities of CHT.
- To do away with the undemocratic and feudal leadership, and oppose and resist the haughty nationalism, narrow nationalism, fundamentalism and expansionism in CHT.
- To unite in the freedom movement of the women in aiming for establishing equal rights and dignity of the women in the society.
Organisational Structure
The National Conference of the PCJSS, which is convened every 3 years, is the supreme body of the party which elects a Central Committee accountable to it. The Central Committee is the highest organ of the PCJSS during the interval between two National Conferences.
A 25-member Central Committee was elected by the 9th National Conference of the PCJSS (March 2010). An 8-member Executive Committee including the President and General Secretary and 5-member Advisory Committee were elected by the Central Committee.
The PCJSS has organizations in 3 hill districts, 26 thanas (upazilas) and 90 unions out of 114 unions in Chittagong Hill Tracts (CHT). Besides there are village committees in all over the three hill districts. The district, thana, union and village committees coordinate and guide the activities of the Party within the respective area of jurisdiction. |
